An entity that is capable of creating any possible Explanation.

Only humans definitively qualify as universal explainers. The concept may apply to artificial general intelligences and intelligent aliens. Universal explainers are defined by their Creativity — the ability to generate any explanation, solve any Problem (given sufficient time and resources), and create unlimited Knowledge.
